1969-2023. This work is a comprehensive collection of the law surrounding the landlord-tenant relationship. It covers tenants' rights and remedies, landlords' rights and remedies, transfers of interest, tort liability, and federal bankruptcy proceedings.

The survey was developed to serve as a resource for policymakers and housing advocates exploring opportunities to improve the laws in their state by having easy access to the comparable laws enacted elsewhere. It is also intended as a resource for attorneys, legal services organizations, housing counseling agencies, or others practicing in the field of landlord-tenant law or policy.
Disrupting Dispossession: How the Right to Counsel in Landlord-Tenant Proceedings Is Reshaping Outcomes (PDF)
This Article tells the story of the launch of the right to counsel in two cities whose demographics and eviction rates share much in common: Newark, New Jersey, and Hartford, Connecticut. The demographics of both cities bear living witness to the continued legacy of housing segregation and the denial of Black homeownership. They demonstrate that the burdens of housing insecurity are shouldered most by Black and brown renters and mothers with children.

A cross-sectional survey with a representative sample of U.S. adults in November 2020 assessed support for 4 housing policies.

The New Jersey Housing Crisis in a COVID Era: Mapping Strategic Processes (PDF)
February 2022. The paper provides an overview of the eviction crisis, and the history and implementation of the Emergency Rental Assistance Program (ERAP), a program created to address matters of housing instability exacerbated by the pandemic. We attempt to overlay a lens of organizational learning over our examination, with a focus on lessons that might be drawn from the implementation of ERAP of learning and effectiveness of organizational processes. We conclude with summary findings about how the experiences of implementing ERAP provides insight into how New Jersey municipalities respond to housing needs exacerbated by a crisis such as COVID-19.
